Yes — you’re welcome to, and even encouraged to. You’re of course still responsible for whatever you submit.

Does 'NonCommercial' rule out entries with any commercial dimension?

The “NonCommercial” term comes from the programme data licence (CC BY-NC-SA 4.0) — it restricts reuse of the data, not your entry’s code or app.
